With the publication "More space for creative temporary use - innovative strategies and instruments for property management and urban development", the Hamburg Kreativ Gesellschaft is publishing a comprehensive compilation of specialist articles, practical reports and interviews with experts on all aspects of creative temporary use. The publication summarises the activities of Hamburg's "Frei_Fläche" funding programme and shows how temporary uses of vacant properties can provide impetus for urban development, the real estate industry and the sustainable transformation of urban spaces.

They serve as a door opener for new target groups, for trialling new uses and for creating addresses. We have shown how this can work successfully with the Frei_Fläche programme on over 28,000 sqm and are delighted to now share this knowledge in the form of this publication."

The publication examines the potential of creative interim uses from various perspectives and shows how they can be used as a strategic instrument for sustainable urban development. Renowned experts have written specialist articles on the subject, highlighting different perspectives and approaches. Key topics are:

  • The challenge of vacancies: learning from the Hamburg Frei_Fläche programme
    The "Frei_Fläche: Raum für kreative Zwischennutzung" funding programme shows how vacancies can be transformed into temporary exhibition spaces, pop-up shops, studios or co-working spaces. It offers solutions for the lack of affordable spaces for creatives and the increased vacancy of retail spaces due to the coronavirus pandemic. A "How To" provides practical instructions for space seekers and space providers and explains step by step how creative interim uses can be successfully realised.
  • Transformation of the city centre
    Prof. Dr. Tobias Just (IREBS, University of Regensburg) analyses the development of retail space from a real estate perspective, while Tina Unruh (Hamburg Foundation for Building Culture) discusses the social and architectural significance of city centres.
  • Department stores as new spaces of opportunity
    The conversion of large properties is one of the biggest challenges for owners. In its article "Mixed use as the key?", the "Together for the neighbourhood" initiative examines new perspectives for large properties. The successful example of "Jupiter" - the conversion of the former Karstadt Sports shop - offers practical insights into the opportunities and challenges of such projects.
  • Sustainability and political scope for action
    In addition to resource conservation and emission avoidance, Thomas Bestgen (UTB Projektmanagement GmbH) and Moritz Tonn (Transiträume e.V.) will discuss the social benefits of creative interim utilisation. Dr Christine Lemaitre (DGNB German Sustainable Building Council) will talk to the Hamburg Kreativ Gesellschaft about the significance of the EU taxonomy for the real estate industry. Finally, Finance Senator Dr Andreas Dressel and Senator for Culture and Media Dr Carsten Brosda will draw an interim conclusion on the future of the city centre and the scope for political action.

Frei_Fläche - Space for creative interim use

The Frei_Fläche funding programme is based on the fund for creative interim use and was launched by the Free and Hanseatic City of Hamburg in June 2021 to overcome the coronavirus crisis. The Hamburg Kreativ Gesellschaft has been commissioned with the implementation and is temporarily renting vacant retail space to Hamburg's creative professionals at a favourable price of 1.50 euros per square metre. In this way, Frei_Fläche reduces vacancies that are harmful to the retail sector, gives creatives space for their concepts and strengthens the transformation towards a diverse and vibrant city centre. The landlords of the spaces are reimbursed all ancillary costs for the duration of the programme - no rent is paid.

Hamburg Kreativ Gesellschaft successfully cooperates with a large number of local and international real estate companies to implement the funding programme. This networking helps to reduce inhibitions towards temporary use and to gain positive experience with the instrument, which can lead to the long-term integration of creative uses into the space programme of the real estate industry.

Frei_Fläche was developed in cooperation with the Ministry of Culture and Media, the Ministry of Finance, the Landesbetrieb Immobilienmanagement und Grundvermögen (LIG) and the Hamburg Kreativ Gesellschaft. For the continuation of the programme in 2025, the city council has provided a further 510,000 euros in the 2025/2026 double budget.

  • Jean leitet die Kommunikationsabteilung der Hamburg Kreativ Gesellschaft und ist Ansprechpartner für Presse- und Medienvertreter*innen.

    Bevor er 2014 bei der Kreativ Gesellschaft zunächst als freier Mitarbeiter die Projektleitung der Entwicklung des Oberhafenquartiers übernahm, leitet er sieben Jahre lang die Öffentlichkeitsarbeit des MS Dockville Festivals in Hamburg-Wilhelmsburg. Neben allen kommunikativen Aufgaben war er für Vernetzung und Lobby-Arbeit verantwortlich und hat in dieser Funktion die Gründung, den Aufbau und das Wachstum des Festivals mitgestaltet und hat die Entwicklung zahlreicher Formate wie dem Spektrum Festival, dem Vogelball, dem Kunstcamp (heute: Artville) oder dem Kids-Projekt Lüttville begleitet. Zeitgleich zum Start bei der Kreativ Gesellschaft war er als Mit-Initiator der ersten Hallo Festspiele im Kraftwerk Bille in Hammerbrook beteiligt.

    An der Leuphana Universität in Lüneburg studierte Jean lange und erfolgreich Angewandte Kulturwissenschaften – mit Praxisstationen bei enja Records, München, der Hamburger Kunsthalle, den Freunden der Hamburger Kunsthalle e.V. sowie dem deutsch-französischen TV-Sender arte, Straßburg.
